ECO4 Flex Route 4 gives the local authorities the opportunity to propose new methods for identifying low-income and vulnerable consumers.
This route is only available with ECO4 Flex.
An application should be submitted to the Department of Energy Security and Net Zero (DESNZ) and is required to show that:
- The proposed methodology is more effective at identifying fuel-poor consumers than the criterion offered in both Routes 1 and 2.
- More than 50% of the premises that meet the criteria are not receiving any of the following benefits:
- Income Based Jobseekers Allowance (JSA)
- Income-related Employment and Support Allowance (ESA)
- Income Support (IS)
- Pension Credit Guarantee Credit (PCGC)
- Working Tax Credit (WTC)
- Child Tax Credit (CTC)
- Universal Credit (UC)
- Housing Benefit
- Pension Credit Savings Credit (PCSC)
- Child Benefit
And at least either:
- 75% of the premises that meet the criteria are owner-occupied premises occupied by at least one living person in fuel poverty; or
- 90% of the premises that meet the criteria are privately rented and are occupied by at least one person living in fuel poverty.
Submitting Applications #
To submit an application, Local Authorities should share an application form with ecoteam@energysecurity.gov.uk for assessment and approval.
Once the Department of Energy Security and Net Zero approve an application, they will provide a reference number. This should be used to notify Ofgem of all relevant projects under ECO4 Flex Route 4.
