Who is eligible for the Great British Insulation Scheme?

The criteria for the scheme are set by Ofgem. The scheme is currently only available for homeowners and private tenants. 

Somebody living in the property must be in receipt of one of the means-tested  benefits listed below:

– Child Benefit
– Pension Guarantee Credit
– Income-related Employment and Support Allowance
– Income-based Jobseeker’s Allowance
– Income Support
– Tax Credits (Child Tax Credits or Working Tax Credits)
– Universal Credit
– Housing Benefit
– Pension Credit Saving Credit

There are also additional qualifying factors including EPC rating and Council Tax Banding. These differ based on location, so we can help check this for you.

What's included as part of the Great British Insulation Scheme?

The Great British Insulation Scheme (GBIS) offers eligible homeowners or tenants in England, Scotland, and Wales financial support for energy-efficient insulation measures, including:


Cavity wall insulation: Filling the gaps between walls to prevent heat loss.

Solid wall insulation: Applying insulation to the inside or outside of solid walls.

Loft insulation: Adding insulation to the loft to prevent heat loss from the roof.

Flat or pitched roof insulation: Installing insulation in flat or pitched roofs to minimize heat loss.

Underfloor insulation: Placing insulation below the floor to prevent heat from escaping through the floor.


A surveyor will assess the property for the most suitable type and level of insulation required. The householder may also receive thermostats for free as part of the scheme.
